“Real dragons” in the Targaryen family are the ones who don’t run around screaming that they’re dragons. If you look at members of the family who have actually appeared as dragons in prophecy — Baelor Breakspear, Aegon V and (I would strongly argue) Rhaegar — you can see a commonality: They are generally decent, not overpowering, not really up their own asses and have a care for the world beyond themselves. You can’t really imagine Baelor Breakspear saying what Viserys does.
